Re: Urgent Action Needed To Advance Restoration of Energy Receipts Bills

Dear Mayor:

We need your help in advancing to the next step of the restoration of Energy Receipts.  Assembly Bill 2753, which would require certain energy tax receipts to be paid directly to municipalities, passed the Assembly Appropriations Committee and is now waiting for second reading in the Assembly.  Please contact your Assembly representatives and urge them to support the swift passage of A-2753.

A-2753 would assure local property taxpayers compensation for hosting transmission facilities and lines that allow gas and electric energy corporations to serve customers and conduct business in our Garden State. The State has not yet even restored the additional $331 million in municipal property tax relief funding, which was diverted between 2008 and 2010. Passage of this initiative would do so, bringing each municipality back to the 2007 Energy Tax Receipts/CMPTRA funding level and adjusting that amount to account for inflation.   To find out your municipality’s annual and 12 year aggregate Energy Tax/CMPTRA losses have your CFO complete the following excel spreadsheet -  (For more information please see our March 26 Dear Mayor Letter).

Please act now and urge your Assembly representatives to support the swift passage of A-2753.  In addition, in order for us to determine the success of our outreach efforts, it is critical that you notify us ( on your Assembly representatives’ position on A-2753.

If you have any questions or need additional information please do not hesitate to contact Jon Moran at 609-695-3481 x 121 or

Again, thank you for your efforts to date.  Only by working together can we hope to restore our Municipal Energy Tax Receipts.

Very truly yours,

Janice S. Mironov, President,
New Jersey State League of Municipalities,
Mayor, East Windsor Township
