DCA Adopts Amendment to UCC for Final Inspection Regulations

Local Administration & Operations Posted on August 27, 2025

After publishing in the New Jersey Register, accepting comments, and responding to them, the New Jersey Department of Community Affairs adopted an amendment to the Administration and Enforcement process in the Uniform Construction Code. The adopted amendments made changes to the inspection requirements found in  N.J.A.C. 5:23-2.18.

As amended, final inspections are required upon the completion of the building or structure, but before a certificate of use and occupancy is required. Any violations must be noted, and the permit holder must be notified of any discrepancies by the construction official. In addition, inspections now must include verification of installed appliances identified by the Department of Environmental Protection for compliance with the Appliance Standards Law (P.L. 2021, c. 464).

We encourage you to review this information with your construction code official.
