The Division of Local Government Services (DLGS) has created an updated process for the Financial Automation Submission Tracking (FAST) System for the submission of Annual and Supplemental Debt Statements. The new process replaces the existing method of data entry with standardized Excel templates.
State Fiscal Year (SFY) municipalities are currently using the new process for their SFY 2025 Annual Debt Statements (ADS); however, the new process must be used by all municipalities and counties, regardless of budget cycle, for their Supplemental Debt Statements (SDS) starting on September 4, 2025. Templates are available at https://www.nj.gov/dca/dlgs/Fast.shtml.
The ADS and SDS process is similar to the budget process, where the Chief Financial Officer (CFO) will upload and submit the Excel workbook into FAST upon completion. All existing user access will remain operational.
For the SDS process, municipalities and counties will be able to review and indicate the status of the final action of a bond ordinance. When an SDS is submitted, it will default to the status of "Filed - Pending Adoption." The CFO will be able to update the status to "Filed - Approved" or "Filed - Rescinded," indicating whether the ordinance was ultimately adopted.
