Executive Order Implementing Interagency Task Force to Combat Youth Violence

On October 13, Governor Phil Murphy signed Executive Order No. 188 (PDF) which directs various state agencies to implement the recommendations of the Interagency Task Force to Combat Youth Bias Report (PDF) that do not require legislation.

The purpose of the Task Force was to identify and implement strategies to reduce the increase in youth bias crimes that has occurred over the past few years.

Division Issues Guidance on Coronavirus Relief Bond Law

The Division of Local Government Services (DLGS) has issued Local Finance Notice 2020-24, providing guidance on P.L. 2020, c. 74, which allows municipalities and counties to issue special emergency appropriation for the loss of revenue and/or unanticipated expenses directly attributable to the COVID-19 pandemic. In addition to this, the law also permits the DLGS Director to issue guidance on the calculation of anticipated revenue for the 2021 budget year.

Constitutional Amendment to Change the Legislative Redistricting Schedule if Census Data is Delayed

The 2020 General Election ballot includes State Public Question #3 which asks:

“Do you approve amending the Constitution to change when new legislative districts are created if the federal census data is delayed?”

This constitutional amendment would change when new legislative districts are created if the federal census data is delayed. If approved, the redistricting schedule would be delayed. Legislators would  be elected for a two-year term beginning in 2021 from existing districts that were created after the 2010 redistricting process. The new districts will be used starting with the next scheduled general election for the State legislature in 2023.
