[ARCHIVED] Update - SHBP Plan Design Committee Meeting

On Wednesday, September 24, the State Health Benefits Commission Plan Design Committee (PDC) held its regularly scheduled meeting. The PDC considered the proposals from both labor and State management that were scored by AON to save money. The PDC rejected some of the scored proposals by a vote of 6-5. The PDC also adopted several resolutions, however, the content of some of those resolutions are not publicly available.

The PDC considered the following 13 resolutions that are not currently publicly available:  

Resolution 2025-14- State Proposal 1.A (Plan Design Scenarios), which was rejected by a vote of 6-5

Resolution 2025-15- State Proposal 1.B, which was rejected by a vote of 6-5

Resolution 2025-16- State Proposal 1.C, which was rejected by a vote of 6-5

Resolution 2025-17- State Proposal 1.D, which was rejected by a vote of 6-5

Resolution 2025-18- State Proposal 7, which was rejected by a vote of 6-5

Resolution 2025-19- Labor Proposal 5, which was rejected by a vote of 6-5

Resolution 2025-20- State Proposal 8, which was rejected by a vote of 6-5

Resolution 2025-21- State Proposal 9, which was rejected by a vote of 6-5

Resolution 2025-22- State Proposal 6, which was rejected by a vote of 6-5

Resolution 2025-23- Labor Proposal 19, which was rejected by a vote of 6-5

Resolution 2025-24- State Proposal 2, which was rejected by a vote of 6-5

Resolution 2025-25- State Proposal 3, which was rejected by a vote of 6-5

Resolution 2025-26- State Proposal 5, which was rejected by a vote of 6-5

In addition, the PDC adopted and memorialized the following annual resolutions:

  • Resolution 2025-9 – Resolution making continuing resolutions permanent.
  • Resolution 2025-10 – Resolution to modify co-payments, deductibles, and out-of-pocket maximum amounts.
  • Resolution 2025-11 – Resolution to modify prescription drug co-payments and out-of-picket maximum amounts for prescription drug benefits.
  • Resolution 2025-12 – Resolution regarding Ambulatory Surgical Centers.
  • Resolution 2025-13 – Resolution to modify Centers for Excellence Pilot Program. 

We would note that one of the labor union representative positions for the Police Benevolent Association (PBA) was not present due to the appointment to fill the vacancy. This led to unsuccessful discussions regarding tabling a number of resolutions until the full body was represented. Additionally, labor union representatives unsuccessfully sought to hold a special State Health Benefits Plan (SHBP) open enrollment period while discussions regarding cost savings are ongoing.   

The League will continue to seek clarification on the resolutions and provide updates as necessary.
