[ARCHIVED] FY19 Federal Public Safety Grant Solicitations

  1. Comprehensive Opioid Abuse Site-based Program FY 2019 Competitive Grant Announcement 
    The Bureau of Justice Assistance (BJA) is seeking applications to plan and implement comprehensive programs in response to the growing opioid epidemic. This program furthers the Department’s mission by providing resources to support state, local, tribal, and territorial efforts to reduce violent crime and drug abuse and enhance public safety, while supporting victims.

  2. 2019 First Responders-Comprehensive Addiction and Recovery Act (Short Title: FR-CARA) Grants
    The Substance Abuse and Mental Health Services Administration (SAMHSA) is accepting applications. The purpose of this program is to allow first responders and members of other key community sectors to administer a drug or device approved or cleared under the Federal Food, Drug, and Cosmetic Act for emergency treatment of known or suspected opioid overdose. Recipients will train and provide resources to first responders and members of other key community sectors at the state, tribal, and local governmental levels on carrying and administering a drug or device approved or cleared under the Federal Food, Drug, and Cosmetic Act for emergency treatment of known or suspected opioid overdose. Recipients will also establish processes, protocols, mechanisms for referral to appropriate treatment and recovery communities, and safety around fentanyl, carfentanil, and other dangerous licit and illicit drugs.

    For the purposes of this funding opportunity announcement (FOA), first responders include firefighters, law enforcement officers, paramedics, emergency medical technicians, or other legally organized and recognized volunteer organizations that respond to adverse opioid related incidents.

  3. FY19 Rural Opioid Technical Assistance Grants (ROTA)
    The purpose of this program is to develop and disseminate training and technical assistance for rural communities on addressing opioid issues affecting these comunities. It is expected that grantees will facilitate the identification of model programs, develop and update materials related to the prevention, treatment and recovery activities for opioid use disorder (OUD), and ensure that high-quality training is provided.

    Through this program, SAMHSA will build upon a collaboration with the United States Department of Agriculture (USDA). The USDA provides Cooperative Extension Services programs to improve the quality of people's lives by providing research-based knowledge to strengthen the social, economic and environmental well-being of families, communities and agriculture enterprises. Extension experts focus on issues which affect rural communities. The USDA has recently identified opioid misuse in rural America to be one of the areas of focus of these programs. SAMHSA’s ROTA grants will build upon these Cooperative Extensions through expanding their reach.

    Eligible applicants are existing USDA Cooperative Extensions grantees.

  4. 2019 Body-Worn Camera Policy and Implementation Program to Support Law Enforcement Agencies
    This program furthers the Department’s mission by promoting the safety of law enforcement officers and citizens.

  5. DHS 2019 Preparedness Grants
    On April 12, Senior Official Performing the Duties of the Department of Homeland Security (DHS) Deputy Secretary David P. Pekoske announced the release of Fiscal Year (FY) 2019 Notices of Funding Opportunity for eight DHS preparedness grant programs totaling more than $1.7 billion. The grant programs provide funding to state, local, tribal, and territorial governments, as well as transportation authorities, nonprofit organizations, and the private sector, to improve the nation’s readiness in preventing, protecting against, responding to, recovering from and mitigating terrorist attacks, major disasters, and other emergencies. The grants reflect the Department’s focus on funding for programs that address our nation’s immediate security needs and ensure public safety in our communities.
